If it is God's will does he cause it to happen? Dan 4:35 - And all the inhabitants of the earth are reputed as nothing; and he doeth according to his will in the army of heaven, and among the inhabitants of the earth and none can stay his hand, or say unto him, What doest thou? If God wants all mankind to be saved eternally, why do we have evidence that some will not have eternal life in heaven?

God even uses people's rebellion and evil for His purposes.

Romans 8:28


is really an amazing verse. It says "...in all thing God works together for good for those who love Him, who have been called according to His purpose." It does NOT say God only works all good things together. Rather, it says God works all things (good and evil) together for good for those who love Him.

Ezekiyl 18:20-28, "20 The soul that sins, it will die. The son will not bear the iniquity of the father, nor will the father bear the iniquity of the son. The righteousness of the righteous will be upon himself, and the wickedness of the wicked will be upon himself. But if the wicked will turn from all his sins that he has committed, and keep all My statutes, and do that which is Lawful and right, then he will surely live; he will not die. And his transgressions that he has committed will not be mentioned against him; in his righteousness that he has done, he will live. Do I have any pleasure at all that the wicked should die? says Father Yahweh: No, but rather that he would turn back from his wicked ways, and live. But when the righteous turns away from his righteousness and commits iniquity, and does according to all the abominations that the wicked man does--should he live? The bible speaks of varying types of will:

1) God has a decretive will where what God decrees will for certain happen. As God decreed the world/universe into existence and nothing could stop it.


2) God has a perceptive will. This deals with things God wishes, desires men would do and not what God has purposed, decreed. Mt 23:37 Jesus would/desired/wished those Jews would be under His protective wing but they would not. So God does not always get what He desires/wishes for man to do.


3) Permissive will is where God allows/permits things to happen, Heb 6:3.



God wills all men come to repentance and be saved falls under His perceptive will. If God decreed all men be saved then all men will for certain be saved. Yet God desires/wishes men will use their free will and chose for themselves to come to repentance. Of course most will choose not to come to repentance.

The more interesting question is: Does anything ever happen that is not God's will?

I believe that the scriptures teach that God gives man the free will to choose as the man pleases in matters pertaining to his walk here in this world, but the carnal man has no ability to choose his eternal salvation (1 Cor 2:9-14). When a person who is born again of the Spirit does things that are contrary to God's will, God will chasten him for his disobedience (Heb 12:6), but he will not lose his eternal salvation (John 10:28). God's children are judged while they live here on earth, but those who have not the Spirit will be judged at the last day (Matt 25:32-46).
