Does this verse, in any way..mean that we receive the Holy Spirit at the moment of salvation (the moment when we first believe)?

Yes. If you confess your sins and accept Jesus as Lord and Savior then you have been baptized by the Holy Spirit. The Holy Spirit now dwells in you and you are part of the family of Christ. If your acceptance is a "show" or an "act" this won't happen.

Can you explain this please?

Joh 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
Joh 3:4 Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?
Joh 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.

Eph 1:13-14
In Him, you also, after listening to the message of truth, the gospel of your salvation—having also believed, you were sealed in Him with the Holy Spirit of promise,

who is given as a pledge of our inheritance, with a view to the redemption of God’s own possession, to the praise of His glory.

yep, JMO...if you are Christ's, the Holy Spirit is yours. :)

Joh 3:4 Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?
Joh 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
The reason I bring it up is that these verses say that we must be born again, but born again actually means be born of woman (the water is the sack) and be born FROM above. Meaning unless we came from GOD to this flesh age, we cannot return to GOD. It probably also means that fallen angels that never came through woman to this age cannot enter Heaven.

Sure. Unless you are born of woman and of the Holy Spirit then you cannot enter the kingdom of God.

The Holy Spirit is given by the Lord at any time in a believers walk when their faith is shown to be genuine. It is not always given at the beginning as is in the case of those in Acts 2:38. They had faith and Peter told them now repent and be baptized, and then they will receive the Holy Spirit. As others were given the Holy Spirit before they were baptized, but Peter still commanded them to be baptized immediately after. Now you may be wondering why I am talking like being baptized being separate from the Holy Spirit. This is because their is only one baptism that was commanded by the Lord that man can do, and that is immersion in water while stating I baptize you in the name of the Father, Son, and Holy Spirit, or as Peter put it in His name......Only the Lord baptizes with the Holy Spirit, not man.
And then we have this scripture from Acts that says just exactly who is given the Holy Spirit.............

Acts 5:32
And we are his witnesses of these things; and so is also the Holy Ghost, whom God hath given to them that obey him.
