A new heaven (atmosphere) & earth is needed for two reasons:
1. The old one is cursed & must be destroyed.
2. The old earth & its atmosphere couldn't sustain a city 1,500 miles high. This is literal, because its dimensions were measured on purpose to prove its greatness & grandeur.
