Because during the 1000 years His Saints will be ruling the earth with Him.. They will be ruling normal people.. Do you think Jesus would need an Iron Rod to rule over His Saints??
Yes, there will be some people left on earth after the cleansing by fire. We know this by the words of God, just as Jesus said except those days be shortened "no flesh" would survive.

2 Peter 3:7-13

[SUP]7 [/SUP]But the heavens and the earth, which are now, by the same word are kept in store, reserved unto fire against the day of judgment and perdition of ungodly men.
[SUP]8 [/SUP]But, beloved, be not ignorant of this one thing, that one day is with the Lord as a thousand years, and a thousand years as one day.
[SUP]9 [/SUP]The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance.
[SUP]10 [/SUP]But the day of the Lord will come as a thief in the night; in the which the heavens shall pass away with a great noise, and the elements shall melt with fervent heat, the earth also and the works that are therein shall be burned up.
[SUP]11 [/SUP]Seeing then that all these things shall be dissolved, what manner of persons ought ye to be in all holy conversation and godliness,
[SUP]12 [/SUP]Looking for and hasting unto the coming of the day of God, wherein the heavens being on fire shall be dissolved, and the elements shall melt with fervent heat?
[SUP]13 [/SUP]Nevertheless we, according to his promise, look for new heavens and a new earth, wherein dwelleth righteousness."


Isaiah 24:6
Therefore hath the curse devoured the earth, and they that dwell therein are desolate: therefore the inhabitants of the earth are burned, and few men left.


Isaiah 65:17-25

[SUP]17 [/SUP]For, behold, I create new heavens and a new earth: and the former shall not be remembered, nor come into mind.
[SUP]18 [/SUP]But be ye glad and rejoice for ever in that which I create: for, behold, I create Jerusalem a rejoicing, and her people a joy.
[SUP]19 [/SUP]And I will rejoice in Jerusalem, and joy in my people: and the voice of weeping shall be no more heard in her, nor the voice of crying.
[SUP]20 [/SUP]There shall be no more thence an infant of days, nor an old man that hath not filled his days: for the child shall die an hundred years old; but the sinner being an hundred years old shall be accursed.

[SUP]21 [/SUP]And they shall build houses, and inhabit them; and they shall plant vineyards, and eat the fruit of them.
[SUP]22 [/SUP]They shall not build, and another inhabit; they shall not plant, and another eat: for as the days of a tree are the days of my people, and mine elect shall long enjoy the work of their hands.
[SUP]23 [/SUP]They shall not labour in vain, nor bring forth for trouble; for they are the seed of the blessed of the Lord, and their offspring with them.
[SUP]24 [/SUP]And it shall come to pass, that before they call, I will answer; and while they are yet speaking, I will hear.
[SUP]25 [/SUP]The wolf and the lamb shall feed together, and the lion shall eat straw like the bullock: and dust shall be the serpent's meat. They shall not hurt nor destroy in all my holy mountain, saith the Lord."

Many believe the above verses from Isaiah are speaking of after the millennial reign of Christ because it speaks of new heavens and a new earth. But notice in verse 20 above there are people who are still dying and sinning. This cannot be the saints who are of the first resurrection because the second death has no power over them. Also, if people are still dying it means the last enemy (which is death) has not been destroyed yet as shown here....


1 Corinthians 15:26
The last enemy that shall be destroyed is death.

Revelation 20:14

And death and hell were cast into the lake of fire. This is the second death.

So we can only conclude that the passages above from Isaiah 65 is referring to the millennial reign of Christ on earth. We also see prior to death being destroyed Satan is loosed again and goes out and deceives "the nations"....


Revelation 20:7-8

[SUP]7 [/SUP]And when the thousand years are expired, Satan shall be loosed out of his prison,

[SUP]8 [/SUP]And shall go out to deceive the nations which are in the four quarters of the earth, Gog, and Magog, to gather them together to battle: the number of whom is as the sand of the sea."

In order for there to be "nations" as the number of the sand of the sea, there has to be those who are of "the flesh" that survive the cleansing of fire mentioned by Peter. And these survivors are the ones who can still sin and die during the millennial reign of Christ on earth. These survivors are also the ones who will repopulate the earth during this time, and they are the ones who will be deceived when Satan is loosed after ward.

If Isaiah 65 is about the millennial kingdom..,then God has to create a new heaven and earth before it and then again after it?

People see the words "new heaven and new earth" and are led to think totally new, but the Lord said he would never remove the foundations of the earth.

Psalm 104:5
"Who laid the foundations of the earth, that it should not be removed for ever."

So you could say the cleansing by fire to come is more like a face lift, just as was the cleansing by water in the days of Noah.

Notice again what Peter says...

2 Peter 3:5-7

[SUP]5 [/SUP]For this they willingly are ignorant of, that by the word of God the heavens were of old, and the earth standing out of the water and in the water:

[SUP]6 [/SUP]Whereby the world that then was, being overflowed with water, perished:

[SUP]7 [/SUP]But the heavens and the earth, which are now, by the same word are kept in store, reserved unto fire against the day of judgment and perdition of ungodly men."

So did the world totally perish by water in the days of Noah? No, the foundation was still there, but everything that was flesh on the face of the earth perished. So Peter was saying by fire the Lord is going to do the same, but Peter referred to this cleansing and renewal to come as "new heavens and earth" in verse [SUP]13 "[/SUP]Nevertheless we, according to his promise, look for new heavens and a new earth, wherein dwelleth righteousness."
