Two possibilities, simply metaphoric description, which God used often in these kinds of scriptures. Or else an actual reference to a cherub that sinned against God and went with Satan. Nothing in any of that, that would tell us that it is actually Satan the Devil.

Thank you all for your input, I have a better idea on the theological doctrine's of the fall.

Satan is the ruler of the air, maybe he and his angel's were never created to reside in heaven.

However, he could go there.

The doctrine that man will become higher that the angels is found throughout the bible, like the fall account.

It says that we were made a little lower than the angels, and also we would be made co heir's with God.

Also, this passage is interesting

1Co 6:3 Know ye not that we shall judge angels? how much more things that pertain to this life?
