They can be. It really depends on what the Lord is doing at the time in that persons life, if He's move in their heart to bring them to salvation it could help depending on the message in the tract. Just remember that all we need to do is present the Gospel and the Lord will cause those appointed to eternal life to believe. Acts 13:48 "And when the Gentiles heard this, they began rejoicing and glorifying the word of the Lord, and as many as were appointed to eternal life believed."
