It says "as many who were appointed to eternal life believed". That explicitly shows not everyone is appointed to eternal life, and that would exclude the unbelieving Jews, hence their lack of belief.
48 And when the Gentiles heard this, they were glad, and glorified the word of the Lord: and as many as were ordained to eternal life believed.

Please note that the word "ordain never fixes anything absolutely. (Lk. 7:8; Rom. 13:1; Acts 28:23, Matt. 28:16; 1 Cor. 9:14; 7:17) Paul ordained some things and that no more meant they were absolutely fixed to come to pass than if he hadn't used the word(Rom. 13:1).

The meaning is obviously that as many as were disposed to believe the message, believed.

(Rom. 2:7) - God doesn't ordain any Gentile to eternal life until he has followed his conscience and is willing to hear the Word of God (vs. 42,48) "ordained" something God allows to come to pass. God allowed the Gentiles to hear the gospel message. The order was, Jew first, then Gentile. That's the order God ordained.

Actually They did..... in Acts 13:46-48,," Then Paul and Barnabas waxed bold, and said, It was necessary that the word of God should first have been spoken to you: but seeing ye put it from you, and judge yourselves unworthy of everlasting life, lo, we turn to the Gentiles. 47. For so hath the Lord commanded us, saying, I have set thee to be a light of the Gentiles, that thou shouldest be for salvation unto the ends of the earth. 48 And when the Gentiles heard this, they were glad, and glorified the word of the Lord: and as many as were ordained to eternal life believed.

The KJV translates Strong's G5021 in the following manner: appoint (3x), ordain (2x), set (1x), determine (1x), addict (1x).

For those that believe in the Gospel of Jesus Christ are "appointed, ordained eternal life....."

Those were God's words through Paul. He OK'd the word ORDAIN to be print then and in the KJV,,,,

You need to do a little bit more research and be very careful who you are calling a liar.... certainly not Paul but GOD.

Scripture beyond the first testament is suspect to me but given this definition from the Qu'ran, the elect come from the group of Israelites as defined below. Abraham is said to be a root of Mohammed. Having this definition gives all people a chance to become an Israelite. My opinion on the Qu'ran may not be shared. An unverified source described the Qu'ran as being similar to the old testament. I disagree. The language added give new laws forbidden by Deut 4.2. One could theorize that the elect come from the group of random individuals who meet the criteria.

From Sura 4:
4:95. Not equal are those Believers who sit (at home) and receive no hurt, and those who strive and champion the Cause of God with their goods and their persons. God hath granted a grade higher to those who strive and fight with their goods and persons than to those who sit (at home). Unto all (who have Faith) hath God promised good: but those who strive and fight hath He distinguished above those who sit (at home) by a special reward,- (the word Israel means "champion of God" - anyone who champions God's Cause is by definition an Israelite even if not by birth - Matt. 8:11-12)

God said this to Abraham --

Behold my covenant is with you and you
shall be the Father of a multitude of Nations

Gen 17:4

I will make you exceedingly fruitful
and I will make nations of you and
Kings shall come forth from you

Gen 17:6

The Gentile Nations were included in Gods plan. Anyone with the faith of Abraham
has him as his father.
