Heb 10:37 For yet a little while, and he that shall come will come, and will not tarry.

NASB:

Heb 10:37 For yet in a very little while he who is coming will come, and will not delay.

Question for all, who is "he", and what does "will not delay" mean?

Well, there can be more options, probably.

From the first reading I would say Christ and that He will come in the appointed time.

From the second reading I think its possible that it has something with this:

"For the revelation awaits an appointed time; it speaks of the end and will not prove false. Though it linger, wait for it; it will certainly come and will not delay."

I don't think that Hab 2:3 has a "Messianic" application Trofy - I believe it was to do with the Chaldeans.

Why would Apollo (or who was the author of Hebrews) write about Chaldeans? What was with them in those times?

I'm not following your train of thought here.

Ah, ok, I misread your post, I thought you were talking about Heb and Chaldeans there, but you meant Hab. Too similar words.
