It's an exhortation to walk out the life God has placed within us.

You are kind of adding A lot if you assume it's about people Not in fellowship with God.

"If we live in the Spirit"

Implies you have "our to death the works of the flesh"

"Let us walk in the Spirit" says okay you are alive no walk or do the good works God created you to do.

You can't be alive without having fellowship with God.

Yes, you can. You also can be your mother's daughter without having fellowship with her.

It clearly says that a person lives in the spirit, but does not walk in it yet.

The exhortation applies to all believers who have been made spiritually alive in Christ.

It suggests that it is possible to be alive by the Spirit in salvation, but not be walking in conformity to the ways of the Spirit. Thus the exhortation to walk in agreement with and according to the Spirit who gives you life.

Why do you believe the verse refers to those who are not in fellowship with the Lord? The verses before verse 25 describe the fruit of the Spirit which is exhibited in the life of those who are led of the Spirit (vs. 18).

Those who are "not in fellowship with the Lord" will have the works of the flesh in evidence (see vss 19-21).

In the NLT Gal 5:25 reads as Since we are living by the Spirit, let us follow the Spirit's leading in every part of our lives. It appears to me that this verse is speaking of those who are led by the Spirit. I believe those who are led by the Spirit are "in fellowship with the Lord".

Comparing your relationship with your mother to a relationship with God doesn't work, and isn't the same.

The verse is a clear exhortation to those who have been born again and have the Spirit of God in them: the exhortation is to live out (walk in) in their daily lives what is inside of them.

The verse says nothing about anyone being "not in fellowship with the Lord".
