At Jesus 2nd coming there will be 2 classes of people. The Righteous and the Wicked. With both of those classes there are righteous living and righteous dead, as well as Wicked living and Wicked dead. so here is your answer.
At Jesus 2nd coming, The wicked living are destroyed by the brightness of His glory at his coming. The wicked dead that are in the graves, stay there. Now, the Righteous dead will raise to meet Jesus in the clouds, and be ever with the Lord Jesus. Also the Righteous living will raise up the the clouds to meet Jesus in the air.
Now, when Jesus comes, that is the beginning of the 1,000 years. During the 1,000 years; the saints that are in heaven with Jesus will judge the wicked, that includes the wicked angels. There is no people living on the earth at this time. Satan is bound to this earth, here is to be the home of Satan with his evil angels for a thousand years. Limited to the earth.
At the end of a thousand years, Jesus comes back to the earth, with all the saints, the wicked are raised, Satan is loosed. Satan and the wicked attack the Holy City, then fire destroys Satan and the wicked. Then the new heaven and a new earth.
