I think Red would be referring to Romans 2

"13 For it is not those who hear the law who are righteous in God’s sight, but it is those who obey the law who will be declared righteous. 14 (Indeed, when Gentiles, who do not have the law, do by nature things required by the law, they are a law for themselves, even though they do not have the law. 15 They show that the requirements of the law are written on their hearts, their consciences also bearing witness, and their thoughts sometimes accusing them and at other times even defending them.)"

The question personally is a strange one, but God's law is written in the very fabric of our being and we need to respond in obedience that springs forth from faith as it says in Romans 1

" 1 Paul, a servant of Christ Jesus, called to be an apostle and set apart for the gospel of God— 2 the gospel he promised beforehand through his prophets in the Holy Scriptures 3 regarding his Son, who as to his earthly life was a descendant of David, 4 and who through the Spirit of holiness was appointed the Son of God in power by his resurrection from the dead: Jesus Christ our Lord. 5 Through him we received grace and apostleship to call all the Gentiles to the obedience that comes from faith for his name’s sake. 6 And you also are among those Gentiles who are called to belong to Jesus Christ."

Yes, it is not those who hear the written law that is written down that are righteous, but those who obey that law.

The Israelites had the law, but they were a stiff necked people. God knew they would soon desert him once they reached the promised land. He had told Moses this. Their history under judges and kings was mostly rebel against God, get into a mess, need his help, cry out to him, he rescued them and they deserted his ways again. So the written law itself did not keep them with God or bring holiness because in their hearts they did not love God and truly want to be obediant in their hearts.

Under the old covenant God told Moses to tell the people to circumcise their hearts, Deut 10:16, but the new covenant is very different

And circumcision is circumcision of the heart by the spirit, NOT BY THE WRITTEN CODE

This is the covenant I will make with them after that time says the Lord
I will put my laws in their hearts and write them on their minds

I love the way the living Bible puts it concerning God's good laws being written on our hearts and minds

'This means that in our heart we WANT to live as God would have us live, unlike the Israelites who mostly did not.

So if we want to live as God would have us live because his good laws are written on our hearts and minds, we do not need to look to the written law and strive to obey it, but as your quote of Paul says, our obediance to what God desires comes from faith,

So it is not for us to look to the written law, but to Christ and trust him to change us into what he would have us be, and to bring us to live according to how God would have us live

Then the glory is God's

But for those who look to the written law itself and strive to obey it, this can never be fully true

Jn 1:3-11

3All things were made by him; and without him was not any thing made that was made.
4In him was life; and the life was the light of men.
5And the light shineth in darkness; and the darkness comprehended it not.

In this passage there is a light referred to that came from the Creator, who made man, and that light was in every man that cometh into the world. This light could recognize the Creator (Eccl 12:1). This light was moral light that became the written law of the conscience (Rom 2:14,15). It could not save the person or be trusted for salvation but, if obeyed, it could lead to the true light which is Christ.

A child is born speaking lies (Ps 58:3) but when they lie their is a witness in their conscience (a red light flashing) that witnesses that they have violated the moral light within their conscience. It is like a child stealing cookies, he knows that it is wrong because the law in his conscience says, 'don't do it', but he does it anyways and the guilt of what he has done resides in his tender conscience. When his mother finds out that some cookies are missing, he either tells the truth in hopes that he will be excused with ease for what he has done or he lies and accuses another to protect himself from the consequences. This is the work of the law written in the conscience through a resident moral light.

If that child follows that moral light and obeys it as his norm and standard for living, it can lead him to the true light of Christ later in his life. They will still need the light of the glorious gospel to shine unto them but the god of this will not have blinded them as much as others nor will the light of the gospel have the same kind of darkness to overcome as in others. If he violates that light in his conscience over and over, he becomes hardened and those things that were violated in the beginning are now permitted and their is no more sensitivity or tenderness in the conscience and he becomes reckless as he grows up with no guidance in his conscience and with no moral restraints in those areas that he has repeatedly violated.

The moral light that he had has turned into darkness and it is great darkness (Mt 6:23).This is how darkness is added to his foolish heart (Rom 1:21) and they forget their Creator. Others, who are subject to a slew of additional worldly standards, that are enforced into their conscience to be obeyed, can become reactionary and rebellious, forsaking it all so that they can be free from demands being made upon them to perform that which they are not able or have no desire.

This is why it is vital that every local assembly have an outreach to children and their families, to get them early in their life and to put an understanding in their tender conscience concerning the love and grace of God and a picture of what Christ did through that love when He shed His blood and died on the cross for their sins. This can be used by the Holy Spirit to bring coviction and to bring into their remembrance Christ and the great love He has for them.
