You might like to tell your Bible college instructor he is wrong.
A plain and simple reading of the text is that "whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come. "
It's not about unbelief, it's about speaking against the Spirit which is what they did in:
Mat 12:24 But when the Pharisees heard it, they said, This fellow doth not cast out devils, but by Beelzebub the prince of the devils.
Mat 12:32 And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come.

Mat 12:31 The blasphemy against the Spirit - How much stir has been made about this? How many sermons, yea, volumes, have been written concerning it? And yet there is nothing plainer in all the Bible. It is neither more nor less than the ascribing those miracles to the power of the devil, which Christ wrought by the power of the Holy Ghost. Mar_3:28; Luk_12:10.
PNT commentary:
The blasphemy against the Holy Spirit shall not be forgiven. Compare Mar_3:28 and Luk_12:10. Much discussion has arisen concerning the nature of sin against the Holy Spirit, and nothing is plainer. Mar_3:30 explains it. It was ascribing Christ's works to demoniac influence. These works were wrought by the power of the Spirit.

i think some of them were born to have mental deficiencies and i also believe they are the ones who are assured of salvation and GOD have special plans for them while others who become mentally-ill are the ones who have less fatih which means they couldn't withstand the problems they faced leading them to lose their way that's why we couldn't judge them for what they've become.
