God makes evil as well as all come from Him. Don't let it confuse you much as it's simply the spirit of disobedience.

First you must understand that spirits are angels;

Heb.1
[7] And of the angels he saith, Who maketh his angels spirits, and his ministers a flame of fire.

So that means that Satan and ALL of the angels that followed him are spirits as well;

Rev.12
[9] And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.

Now once Satan and his angels were cast out of heaven that left only the following;

Heb.1
[13] But to which of the angels said he at any time, Sit on my right hand, until I make thine enemies thy footstool?
[14] Are they not all ministering spirits, sent forth to minister for them who shall be heirs of salvation?

So what do we have here? We have angels that are spirits. And of those spirits we have those that were cast out of heaven with Satan and those that remained in heaven with God.

Thus we have 'evil spirits' and 'holy spirits'!

But ALL spirits do the will of the Lord....even Satan and his angels!

So in the story of Saul....when the 'holy spirit' left, an 'evil spirit' over took him. This was all in God's plan so that David could be brought before Saul and become the future king he would be.

1 Sam.16
[14] But the Spirit of the LORD departed from Saul, and an evil spirit from the LORD troubled him.
[15] And Saul's servants said unto him, Behold now, an evil spirit from God troubleth thee.
[16] Let our lord now command thy servants, which are before thee, to seek out a man, who is a cunning player on an harp: and it shall come to pass, when the evil spirit from God is upon thee, that he shall play with his hand, and thou shalt be well.
[23] And it came to pass, when the evil spirit from God was upon Saul, that David took an harp, and played with his hand: so Saul was refreshed, and was well, and the evil spirit departed from him.

Let's look at another instance when God allowed an 'evil spirit' to work;

1 Kings 22
[20] And the LORD said, Who shall persuade Ahab, that he may go up and fall at Ramoth-gilead? And one said on this manner, and another said on that manner.
[21] And there came forth a spirit, and stood before the LORD, and said, I will persuade him.
[22] And the LORD said unto him, Wherewith? And he said, I will go forth, and I will be a lying spirit in the mouth of all his prophets. And he said, Thou shalt persuade him, and prevail also: go forth, and do so.
[23] Now therefore, behold, the LORD hath put a lying spirit in the mouth of all these thy prophets, and the LORD hath spoken evil concerning thee.

ALL spirits, both 'holy' AND 'evil', do the work that is needed by God. In the case of Saul....God allowed an 'evil spirit' to over take him with the outcome, David being brought before Saul to eventually become the king of Israel.

Just as the prophet Samuel anointed David as the next king, King Saul became bereft of the Spirit of God and fell into ugly bouts of melancholia, which were attributed to an evil spirit sent from the Lord.

The Spirit of God had overwhelmed Saul when he had assumed the role of king over the land (1 Sam 10:6, 10; 11:6). Exactly what the Spirit’s presence with Saul entailed is not explained, but it seems to have included the gift of government, the gift of wisdom and prudence in civil matters, and a spirit of fortitude and courage.

These gifts can be extrapolated from the evidence that after Saul was anointed king, he immediately shed his previous shyness and reticence to be in the public eye. It is obvious that Saul did not have a natural aptitude for governing, for if he had, why did he hide among the baggage when he knew already what the outcome would be?

But when the Spirit of God came upon him in connection with the threatened mutilation of the citizens of Jabesh Gilead (1 Sam 11), and Saul sent out word that all able-bodied men were to report immediately for battle, the citizens of Israel were so startled that this had come from the likes of Saul that they showed up in force. God had suddenly gifted him with the “Spirit of God” (1 Sam 11:6), and Saul was a great leader for twenty years (1 Sam 14:47–48).

But all of this was lost as suddenly as it had been gained—the Spirit had removed his gift of government.

But what was the evil spirit mentioned here and in 1 Samuel 18:10 and 19:9? The ancient historian Josephus explained it as follows: “But as for Saul, some strange and demonical disorders came upon him, and brought upon him such suffocations as were ready to choke him” (Antiquities 6.8.2). Keil and Delitzsch likewise attributed Saul’s problem to demon possession.

They specified that this was not merely an inward feeling of depression at the rejection announced to him, … but a higher evil power, which took possession of him, and not only deprived him of his peace of mind, but stirred up the feelings, ideas, imagination, and thoughts of his soul to such an extent that at times it drove him even into madness. This demon is called “an evil spirit [coming] from Jehovah” because Jehovah sent it as a punishment.

A second suggestion is that this evil spirit was a messenger, by analogy with the situation in 1 Kings 22:20–23. This unspecified messenger did his work by the permission of God.

A third suggestion is that this evil spirit was a “spirit of discontent” created in Saul’s heart by God because of his continued disobedience.

Whatever the malady was, and whatever its source, one of the temporary cures for its torments was music. David’s harp-playing would soothe Saul’s frenzied condition, so that he would once again gain control of his emotions and actions (1 Sam 16:14–23).

All this happened by the permission of God rather than as a result of his directive will, for God cannot be the author of anything evil.

But the exact source of Saul’s torment cannot be determined with any degree of certitude. The Lord may well have used a messenger, or even just an annoying sense of disquietude and discontent. Yet if Saul really was a believer—and I think there are enough evidences to affirm that he was—then it is difficult to see how he could have been possessed by a demon. Whether believers can be possessed by demons, however, is still being debated by theologians.

The evil spirit was from the Lord. The Holy Spirit left Saul. And in came the evil spirit. God is trying to teach Saul.
Saul still loves our Father . Saul is the King ; responsible with the orders to completely destroy all. Saul let the a very evil spirit; the evil man Agag live.

Samuel had to kill him himself. Saul likes bad spirits; God allows him to have one. God will allow it. Saul liked to play with them; so God has given him one.

1 Samuel 16:15-23 (King James Version)

15 And Saul's servants said unto him, Behold now, an evil spirit from God troubleth thee.

People think about an evil spirit from God? . But thin.; Where do you think Satan is ? All evil spirits flow outward from Satan. Satan as well as the the other angels appear before God. As recorded in the book of JOB.

So its no mystery to God when evil spirits go forth and who they effect. He knows. Therefor He is present, He allows it. You play with fire you get burned.

16 Let our lord now command thy servants, which are before thee ( Saul ), to seek out a man, who is a cunning player on an harp: and it shall come to pass, when the evil spirit from God is upon thee, that he shall play with his hand, and thou shalt be well..

God has a wonderful way of leading who He will. Saul's servants.

17 And Saul said unto his servants, Provide me now a man that can play well, and bring him to me..

He wanted relief. God made Saul a different man in an earlier chapter. He is made a different man again, and Saul is aware of it. Because he had enjoyed the good. Saul was fulled a lot with the Holy Spirit before when he lead his armies. Saul knows the oppression of something demonic.

18 Then answered one of the servants, and said, Behold, I have seen a son of Jesse the Bethlehemite, that is cunning in playing, and a mighty valiant man, and a man of war, and prudent in matters, and a comely person, and the Lord is with him.

Because of the way David is described here;that we are not talking about David who is just a kid. It's talking about a mighty man of war. This would had to have happen after the battle with Goliath .

It can be to show David in contrast to Saul. David can drive out that , that is evil. And Saul absorbs that , that is evil. You begin to see the foundation. Why David was a man after God's own heart. And why the key to the scriptures , the key to the truth is within David. The Key of David opens doors that no man can close.

19 Wherefore Saul sent messengers unto Jesse, and said, Send me David thy son, which is with the sheep.

20 And Jesse took an ass laden with bread, and a bottle of wine, and a kid, and sent them by David his son unto Saul.

Saul was the first King. God gave Samuel a message to the people;. when they wanted to accept a man king; and refuse Him; Almighty God as King.
That a man king would bring a curse upon them. Would take this take that, their own sons, their own daughters. People feared Saul in that respect.
And this is the reason Jesse was trying to set David with the good gifts.

21 And David came to Saul, and stood before him: and he loved him greatly; and he became his armourbeare.r

For a man to allow some one to be his armor bearer; is one that even helps the man to put the armor on. And catches that man at his weakest moment. At that time , that a blade of a knife can be slipped between his shoulder blades, because he is a man, that the wearer of the armor has to turn his back to, when he places the armor on. That shows how much Saul trusted David.

22 And Saul sent to Jesse, saying, Let David, I pray thee, stand before me; for he hath found favour in my sight.

That's a nice way of saying. "I have taken your son " .

23 And it came to pass, when the evil spirit from God was upon Saul, that David took an harp, and played with his hand: so Saul was refreshed, and was well, and the evil spirit departed from him.

The evil spirit could not stand the presence of the Holy Spirit of Almighty God in David. God's Spirit that was in David, over powered, the evil spirit that had taken over Saul. You'll find that they even drove Saul to fits of rage.

Chapter 17. chronology, it follows verse 13. You find now how David became known as a man of war..

I think “evil” means “pain”:

When God saw what they did, how they turned from their evil way, God repented of the evil which he had said he would do to them; and he did not do it. Jonah 3:10 RSV
