Someone just told me this prophecy has already been completely fulfilled, but I see only half of it that has happened already.

Joel 3:2: "And I will enter into judgment with them there On account of My people, My heritage Israel, Whom they have scattered among the nations; They have also divided up My land"

The Jews were scattered already, that has happened, but I really believe that the bit about dividing the land is referring to this Palestinian state that will likely come to fruition, where "someone" will give part of the land of Israel to the Palestinians, as we are seeing in the news right now.

What are your thoughts on this? I need to brush up on my history, but I really believe this division is referring to this Palestinian state.

I tend to see it in the Balfour Mandate and Remo Conference...not firm though.

There are twelve tribes of Israel. Two of the tribes are the tribes of Judah. These are called Jews.
Jesus sent his apostils out to find, and proclaim the Good New of the Kingdom to the ten other tribes, but not to at talk about it to the tribes of Judah. Paul was a gentile. He was only to tell the gentiles about the Good News of the Kingdom.
The ten tribes are called Hebrew. The tribes of Judah tell the world, “Gods people are Jews.” This is not true. Gods people are the ten tribes of Israel. When the tribes of Judah rejected Jesus, their portion was taken away from them, and given to the gentiles. (non people of Israel.)
So what is taking place in the land of Israel may, or may not be what the Bible is talking about?

this was about the Babylonian captivity/the return from it/and about the Babylonians who had divided up the land.

those who still cared for the Lord returned (approx 50,000) when the decree went forth.

they returned to Jerusalem, built a smaller temple,

Jesus came and made reconciliation for the transgressions,
bought forgiveness once for all who believed - a remnant.
Pentecost came, the Gospel went to gentiles
and Jerusalem was laid desolate in 70AD.

today's palestinians and todays jews have nothing to do with any of that.
they are unbelievers who are fighting over land.
they need Christ.

salvation is in Christ, God cares for those in Christ,
the Gospel is a call to come to Christ.

that's all there is.
