He could not be touched (we cannot eat neither bread, parched corn, nor green ears, all representative and symbolic of a resurrected life) Until AFTER that "sheaf" (or Jesus, that first fruit) be brought into the priest (God) to be accepted.

When the disciples touched Him, He had already been approved by the Father.

the greek word for 'touch' that jesus used in john 20:16-17 has the connotation of clinging to someone...so it is more like jesus was telling her she didn't need to cling to him because he isn't going anywhere yet...
