Does 2nd Timothy 3:1-5 and verse 13, Prove We Are Living In "The Last Days"?

Looking at the news on TV, or reading the newspaper headlines, let's me know that 2nd Timothy 3:1-5 and verse 13 proves that we are living in the time of "the end", "the last days". Some persons that exhibit these bad characteristics seem to make it in the headlines of newspapers, the internet, and TV.
