The AntiChrist will come from the sea , the nations of the EU, But the False prophet must come from the land , a jew and I think there is a very powerful some in the Vatican to come out as the false one , when the time is right to go with the antichrist. So I think Francic nows this and is just getting people ready for his step down when the time is at hand.
