No, this is an aspect of eastern mysticism religions.
Look at people from India that use the red dot. One of the meanings of this is to represent the third eye. India being a mostly Hindu country with countless gods and goddesses is obviously not using this as a biblcally based practice.

The third eye is the Holy spirit that help us to see things how they really are. The brain its captures images from the eyes and stores them, but something else bring them out when needed. When we dream it tells a story so that tells us when are mind is disconnected that something else is in control, because our minds should only show flashes of images like an camera but it goes a lot further, and some of these images we hasn't seen before with the eyes, but where did these images had came from? Something guides us and reveal things to us that if we focus on them, like some people call it our conscience, but how can our conscience be independently from our desires.

Yet, everybody in the New Age movement from A to Z is all for this third eye awakening you. The pineal gland puts you to sleep. It doesn't release a chemical to wake you. It releases a chemical to make you sleep. So those who are into this whole third eye thing in the New Age movement are sleeping spiritually. So no. The third eye is not a Biblical teaching.
