ALL is used from time to time as an all inclusive but it is also used many times in limited context.

MAYBE take the time to read as I did give context...This is not a trick question......IN CONTEXT and when USED IN CONTEXT does ALL MEAN ALL...quite simple....you do understand English right?

The saved to be rewarded and the LOST to be judged from the LAW and found guilty!

This means He desires all to do so, not that He will regardless. God's not willing that any perish, but men have different ideas.

I agree and will also add that God's desire is that ALL men would come to the knowledge of the truth, but as you pointed out not ALL will, but ALL used here means ALL....Thanks for the reply! As in HIS desire is for ALL HAHA

NAY. . .because there are contexts where it cannot be literal.

If you are saying we must answer the question as if we were working with a computer that uses only the on/off of electricity, then it is a simple NO. Scripture is written in spirit and truth by a God who is of the spirit and uses the physical world for communicating the spirit. We are NEVER to read a scripture legalistically and without seeing how it fits with other scriptures. The word all, read as a word standing alone without any other words in a sentence, is never to be read that way in scripture.

"All" is not always used as all-inclusive, "all" can also mean everything of a limited context, or under Gods dominion. In 2 Chronicles 36:23, Cyrus' empire is said to have encompassed "all the kingdoms of the earth." But there were kingdoms in the Far East which were surely not included. Acts 11:28 speaks of a famine "throughout all the world,"[FONT=ARIAL,HELVETICA,SANS-SERIF] yet its not likely it really meant the whole world. [/FONT]
