President Obama's $500 million plan to raise an army of Syrian rebels to fight the Islamic State horde is falling far short of its target, attracting only a few dozen recruits to the cause.
"As of July 3, we are currently training about 60 fighters," Defense Secretary Ash Carter told lawmakers Tuesday.

Pegging the allies' hopes for defeating ISIS to train might still make sense, but not if its going to take a year just ro recruit fighters and vet them for security purposes. How much more is going to be spent before they actually go into the field?
You ask any modern-day Ranger or Marine, "What would it take to defeat ISIS?" They'll tell you, "A well-equipped regiment, air support, and about 30 days."
Shoulda been done a year ago.
