This needs a bit of context though.

If there were an equal number of Blacks as there are Whites, then we could use the 1.7 multiplier and easily comprehend the number. However, there is a disproportionate amount of Blacks and Whites in the US.

If we have 100 marbles: 75 white and 25 black, and we randomly draw 1 marble at a time, 100 times and get the following results: 60 white draws, 40 black draws

We can conclude that white marbles got selected 1.5 times more often than black marbles. However, there was a 3 to 1 ratio of white to black marbles. So even though white marbles were selected more, it was disproportionate to their total population ratios.

It is a valid point, however, what must also enter into the equation is the percentile of crimes committed by whites and/or blacks, which would bring them into hostile contact with Law Enforcement.

By percent of racial population, which commits the most crimes? Whites? Blacks?
