There may have been times when he may not have been satisfied with the work performed but he mainly stiffs people because he knows that he's powerful enough to get away with it to increase his bottom line. Also, he has a history of making fun of people who are less fortunate. He's been very mean-spirited in the way he treats people. Hillary is the same way.
