I don't know how anyone can determine If GOD caused confusion, but I DO think Obamacare should be fixed and Improved rather than repealed and replaced because
I don't think the GOP Is going to ever be able to repeal and replace Obamacare with anything acceptable, everyone should have healthcare without someone having to pay exorbitant prices to make up the difference for those that could not pay.

That's sort of what the Republicans tried to do honestly... It was essentially Obamacare'lite, just with a new name. They call it improvements, I call it more of the same.
Republicans took a soft taco (ACA) and rolled it differently calling it a burrito (AHCA). The point is, the current AHCA isn't much of an improvement (if at all) nor was it successful in repealing/replacing the ACA. Congress and Trump backed a losing formula rather than just repealing.
Also, the OP said fix and improve "health care" (not the ACA)... repealing and replacing it with something better would be fixing and improving "health care" (maybe not the ACA as it would be gone).
