The crazy part is that she was on the phone with the hospital attorney the whole time. This officer should be prosecuted for interfering with a healthcare professional.
Judges should have the authority to hold officers in contempt for wasting the Court's time on fraudulent charges
The mayor has issued a statement saying that the officer was not within his authority seeing as how it takes a warrant from a judge to get someone's blood without consent. I imagine the hospital staff will be filing a lawsuit

If I were the hospital's attorney I would send this officer a thank you card and word it as follows.
Dear officer. Whatever his name is.
On behalf of the hospital staff I would like to express our deepest gratitude in your generously handing us his lawsuit and selflessly taking it upon yourself to bear this obvious liability. Your benevolence is greatly appreciated. We look forward to receiving a substantial check from the city you so gracefully made possible for us
Sincerely
Hospital staff
