Americans are receiving unordered parcels from Chinese e criminals and cant do anything about it

The USPS subsidizes shipment of small packages from China. Small Chinese eCommerce companies are exploiting the system by mailing packets worth a few cents to people in the US to move their company up in the rankings, thus increasing sales of their actual products. It's called Brushing. It's illegal in China, and postal fraud in the US, but since it crosses international borders, nothing is being done. I don't understand why we are subsidizing postage from China.

i looked at that article...i would LOVE to get free black hair ties in the mail. I am constantly wearing mine out, with the size of my hair, they snap and lose elasticity. That woman shouldn't be throwing them away.

Why ARE we subsidizing postage from China?

So if I need to ship things across town...
is it cheaper if I first move to China?
