It does look a little confusing. The report though, when it breaks down, seems to show that less people voted then were registered. So, there may be something else going in to play, or some miscalculations on someone's part.

They must have accidentally punched in the total for a different county, when they were programing the fake tabulations.
Voter fraud is epidemic.
California supposedly voted down the labeling of GMO's (genetically modified foods).
DO you really think that actually happened? That people wouldn't want to know what they are eating?
