China has sent a surveillance ship to Hawaiian waters for the very first time in an unprecedented move which is being described as a provocative retaliation to the U.S. naval presence in the East China Sea.

According to a report by GoldSea.com, a news outlet aimed at Asian-Americans, a 4,000 ton People’s Liberation Army electronic reconnaissance ship was recently spotted near Hawaii within the U.S. 200-nautical mile EEZ (Exclusive Economic Zone).

The report was also picked up by the Honolulu Star-Advertiser, which ran an article entitled China moves spy ship near isles, Asian media say.

The ship “is equipped with various electronic gear for eavesdropping on radio communications and tracking ships and aircraft. It is also believed to have jamming equipment to interfere with the radio communications of other ships,” according to the report.

The development is unprecedented because China has never sent a ship within the U.S. EEZ, although the U.S. has entered the Chinese EEZ on numerous occasions for decades. It is not known whether the ship violated the territorial waters of the United States, which extend to 12 nautical miles under the 1982 UN convention on the Law of the Sea.

The fact that the ship got within 2,400 miles of San Francisco represents “a potential for offensive actions against the US by the Chinese military,” according to the report.

The development is apparently part of China’s growing military confidence, which was also exemplified with the country’s recent declassification of its nuclear-armed Xia-class submarine fleet, which according to state media represents an “assassin’s mace that would make adversaries tremble.”

China’s increasing aggressiveness in the East China Sea and its challenge to Japanese control of the Senkaku Islands has sparked tensions, with Japan repeatedly scrambling fighter jets earlier this week in response to Chinese military aircraft flying near Okinawa.

Back in September, China also reportedly sent warships to the coast of Syria to “observe” the actions of US and Russian vessels in the region.

“The recent deployment of a PLAN surveillance ship into Hawaiian waters is seen as Beijing’s message to the US and the rest of the world that China can now contest the waters of the western Pacific and that the US Navy no longer has a free pass in the region.

It is also seen as a form of retaliation for what Beijing considers the provocative naval exercises the US recently conducted in the Yellow Sea jointly with the navies of South Korea and Japan’s Self-Defense Force,” states the report.

It looks like China is positioning itself to become another "sheriff". I dread the gunfight at dawn.

Supposedly the USA and Japan violated China's airspace over Senkaku, but those lines the Chinese government drew up in the sky to demonstrate their airpsace I've heard aren't recognized by many countries. And they are relatively recent demarcations of China's airspace that, it seems obvious, is China's attempt to tighten its grip on the Senkaku islands. Both Japan and China have been cooperating in extracting oil from the islands for a long time. Why they can't continue to share the oil is unknown. But most of the islands are within Japan's lines on the sea. Some of the territory falls into China's jurisdiction. But China's new airspace demarcations extend over the sea that is controlled by Japan. And it is these the US and Japan supposedly violated.

Obviously this is just an attempt to control the oil supplies of Senkaku. I've heard South Koreans tend to agree with China's position concerning these "Diaoyu" islands, because they also have islands that they claim belong to them but that Japan is attempting to control. Japan's relationship with these two countries has been very strained and is of course not nearly as close as its relationship with the United States. But facts are facts, and they don't appear to be on the side of the Chinese government in this case. If you read Chinese news the main argument you'll see deals not with oil but with China's historical control of the islands and its culture. During the transition from the 19th to 20th centuries Japan wrested control of the Diaoyu islands. Through all of the territorial treaties that have been arranged since that time from various conflicts they have continued to belong to Japan.

Me thinks in the metaphor the US is the young boy.
China has been around since at least 221 BC.

It appears Europe has forgotten Germany's rise to power.

In terms of state status, the USA has been around longer than China. China's a fairly recent state, although the history and culture of China are very ancient. Just about a century ago China was still ruled by the Qing dynasty and divided by warlords. China is still a very divided country, with 56 ethnic groups and many different dialects that are so different from Mandarin that they're almost like their own language. The idea of there being one Chinese language is a misnomer.

Not only is China a relatively new state, but it's rise to a position of world power is as of yet incomplete. It is a strong country, but it is very young and still developing politically, economically and scientifically.

The PRC was established in 1949. It was the practical end of the Chinese Civil War between the Kuomintang and the Communists. Of course there were still conflicts, such as the first, second, and third Taiwanese strait crises. This new state is younger than America, which is what Aristocat is referring to. He isn't speaking of the presence of the Chinese people, which dates directly to the tower of Babel. Interestingly, traditional Chinese and the languages of the Oracle Bones are directly from Babel, and contain evidences of it within the language.
