By that logic - if I get shot by someone, it is my fault, not the person who shoots me, because I didn't do something to get out of the way of the bullet.

Or blocking it. You could have blocked the shot with something. Shame on you for hypothetically getting shot. If everyone were like you there wouldn't be anyone left. :p

I'm thinking he MAY have been referring to the Edmund Burke quotation:
