I disagree. The reason we have firefighters, police officers, and even traffic guards is because we can all agree that they have positive impacts on our society. Hypothetically, even if God were not to watch over a particular city, as long as people are empathetic to each other, and can agree that they share common societal goals, regulatory systems will arise and be enforced.
