My sister believes in God and Jesus but she thinks that all religions aren't true. As in we SHOULD go to church every Sunday or how Mormons Go on missions etc. She believes in God and Jesus but doesn't want to follow rules or believe certain things. My sister supports gay rights A LOT and she doesn't how the Bible says that people shouldn't be gay. She doesn't want to do certain things but she does believe in God and Jesus. Is she saved? She says that she is not any religion but believes in them.

Only God Himself can make that determination. It is not our place to judge anothers salvation.
But, given the way you describe her beliefs and attitudes i would have to lean towards that she is not saved. Simply believing God and Jesus exist doesn't make you saved. Even the devil believes that much.

But the bible says "God loves the world so much He sent down His only begotten Son, that whoever believes in Him shall not perish but have eternal life."

One cannot share God's beliefs with the secular world and expects to be saved and enter His Kingdom. There is no middle ground here. Either you believe in Him or the secular world.

"Love not the world, neither the things that are in the world. If any man love the world, the love of the Father is not in him. For all that is in the world, the lust of the flesh, and the lust of the eyes, and the pride of life, is not of the Father, but is of the world" (1 John 2:15-16)

"Secular world" is an incredibly vague term. It's possible to believe in a world in which people don't base their decisions on whether or not God exists. In fact, people do live that way - it's a fact.

If you believe in God, but you don't believe God intervenes with the universe, then you would be a deist.

Honestly, the passage you quoted has nothing to do with secularism. It refers to whether or not someone loves God, or everything else around us. Of course, I'm sure you love other people - so it's really not so black and white is it?
