Basically what Brother Al Lacy is saying is that any person who dies and goes to Hell, they go to Hell primarily because of their unbelief, hence they are unbelievers. They go to Hell because they rejected the Lord Jesus Christ. They were trusting in their own righteousness and not God's.

You see, a while person might be an unbeliever in this life, while he might not believe the Bible in this life, while he might not believe that there is a God in this life, and while he might not believe that Jesus is the only way to Heaven in this life.

When he gets to a burning Hell in the afterlife, then he will be a believer but it will be too late. In Hell, he will then believe the Bible to be true, but it will be too late for him. He will be a Bible believer then, but it will be too late. In Hell, he will then believe that there is a God, but it will be too late. And in Hell, he will certainly know and believe that Jesus is the only way to Heaven, but again it will be too late for him.

You definitely should click on the link and listen to the whole sermon. I highly recommend it. I hope this helped.

While I do believe that there is an opportunity for an unbeliever to get saved during the tribulation if he endures to the end and if he does not take the mark of the beast.

And when that unbeliever repents and keeps the commandments of God and the faith of the Lord Jesus, then they will be saved. But remember they must endure to the end. All tribulation saints will have to endure til the end before and after they are saved. They must not take the mark of the beast.

Now keep in mind these verses of Scripture:

10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
11 And for this cause God shall send them strong delusion, that they should believe a lie:
12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness. -2 Thessalonians 2:10-12 (KJB)

So from reading those Scriptures which I pasted above, I believe that those who have rejected Jesus Christ and have not obeyed the Gospel and who have missed the Rapture as a result, I do believe that those particular people will believe the strong delusion and the lie and because of that, they will be damned. These people who are going to be damned by believing the strong delusion are those people who held the truth in unrighteousness, those people who heard the Gospel and knew at that moment that they needed to get saved from God's wrath, but they decided to postpone it and put it off until they were ready. Since they still wanted to live in their sin and continue living their lives how they cotton picking pleased.
