Well, I hosted a bridal shower here a couple weeks back and I had so much food left and I had to get creative with them and came up with something that was delicious I would eat again. I had a box of pearled couscous, plain and in my pantry I had a box of beef rice my family doesn't really care for, so I took the seasoning packet out of the rice and mixed it in with the couscous. I cooked the couscous according to package directions. Then when I turned off the heat I added leftover meatballs and let the couscous thicken. It was delish. Cheap.

Pytt i panna is a scandinavian recipe made from left overs.

Boiled left over potato gets fried in frying pan with left over meat such as sausage or diced meat.
This is usually served with one fried egg and of course beetroot.

Pizza or bread with left overs put on is another one.

Depends on what it is that is left over.

One can get very creative and costs can be kept very low.
Cous cous as you mentioned is very fast to make and also not so expensive.
