I think it depends on what situation you apply it to. For example, if you're the type of person who gets easily offended if someone insults you or calls you names, and someone says "you need to toughen up and develop thicker skin', then yes it's true because you'll be no good to yourself or others if you bawl every time somebody calls you a name or slings an insult at you. Personally when that happens to me, I ignore it and it rolls off me like water on a duck's back.. :)

There are also times when we do need to soften it down. If you are angry with someone and are tempted to yell and scream like a lunatic, think first before you speak and instead of screaming, try talking firmly but normally..after all, doesn't the bible say something like "a soft answer turneth away wrath"? :)
