I liked 'Little Wonders'. I heard it on the soundtrack of an animated Disney film "Meet the Robinsons." It was a wonderful little family film set in the future.

A staff member at the camp I do training at it told me to listen to it and I have never been able to listen to it without crying lol

Probably lots of songs have pulled on my heart strings over the years, since I am a very sentimental person :p One I can say for sure that assisted in the flow of tears is River by Natalie Merchant. That song of hers helped me to grieve the passing of someone I considered my soul mate.

Have you heard Sonic Youth's cover of Superstar? Its really good, you should check it out.

And I dunno if it makes me cry so much, but it definitely gives me that like goosebumps on the back of the neck feeling-

The melody seems to have a big effect on me : p

Radiohead's "Weird Fishes" has a similar effect on me. Joy Division's "Love Will Tear Us Apart" used to, but I think I got tired of hearing it after awhile : p
