Prostitution in Israel is legal, but organized prostitution in the form of brothels and pimping is prohibited.[1]

Prostitution was legalised in Israel in 1949 under the Prostitution and Abomination Act, although homosexual prostitution was not legalised till 1954. However, in 1962 indoor prostitution but not street prostitution was prohibited and is controlled by the Israeli Criminal Law 1966, Sections 199-202. However indoor prostitution has continued to thrive. It was not perceived as a problem till the 1970s, (Cnaan 1982) and prostitution policy has been described as 'benign neglect'. A 1975 inquiry (Ben-Eato) recommended legalisation but this was not implemented. (Cnaan 1982)

In the 1990s, as in other countries, trafficking in women became a political issue in women's movements in Israel, who engaged in political lobbying for legislative action. In 2003, Israel passed a law that would allow the state to confiscate the profits of traffickers, but watchdog groups claim it is rarely enforced.[2]

In 2007 a ban on advertising was debated.[3] In December 2009, a bill outlawing purchase of sexual services was introduced into the Israeli parliament.[4] In February 2012 another draft bill received cabinet approval.[5][6]

Despite the penal code using the services of a prostitute carries widespread legitimacy in Israel, and social norms distinguish between prostitution and trafficking.[7]

Economics
The sex trade in Israel generates up to $500 million in revenue a year.[8]

Immigration
Israel is a country of immigrants, including a large number of Russians. Immigrant women have included prostitutes, while others turned to prostitution due to economic hardship in their new land. Prostitution in Israel has been dominated by immigrants from the former Soviet Union since the mass immigration in the 1990s. A study published in 2005 found 1,000 Russian prostitutes working in Israel, mostly in Tel Aviv and Jerusalem. From 1991 to 1994 the number of "massage parlors" run by Russian immigrants rose from 14 to 111.[9]

According to the findings released in March 2005 by a Parliamentary Inquiry Committee, between 3,000 and 5,000 women had been smuggled into Israel and sold into prostitution in the previous four years. Most of the prostitutes came from Ukraine, Moldova, Uzbekistan, China and Russia, and many were smuggled through Egypt.[2] [10][11]

In 2007, a report by the Knesset's Committee on the Status of Women reported that in recent years the number of trafficked women had dropped to less than 1,000.[12] In 2007, the United States State Department placed Israel as a "Tier 2" in its annual Trafficking in Persons reports, meaning that it does not fully comply with the standards for the elimination of trafficking but is making significant efforts to do so.[13]

An organization calling itself the Task Force on Human Trafficking claims that every month, men in Israel visit brothels up to one million times.[14]

Politics
Various groups have advocated legalising prostitution, criminalising it, or just criminalising the clients. Conservative religious political parties have consistently opposed legalisation on grounds of immorality. (Cnaan 1982)

I was reared in a Christian home that honored Jews everywhere, supported the nation of Israel, and had profound respect for Orthodox Judaism. Throughout the years, I've prayed for the peace of Jerusalem and for the restoration of the Promised Land's full borders; and have taught Gentile congregations worldwide to do the same.
I recently was informed of a practice in Israel that I never suspected possible. Its' discovery helped me understand why the prayers of Christian Zionists have been stymied.
Israel has legal brothels that are stables for at least 25 thousand prostitutes, some as young as 12. Most are Gentiles from old Soviet Union territories. This in itself is shocking, but the identity of a major segment of the clientele is an insult to all envisioned about an admired, set apart as holy people. It's the fathers and husbands of Orthodox Jewish families who are a primary revenue source for sex traffickers.
Reliable news agencies have reported how lines of Hasidic and Conservative garbed Jewish men can be seen waiting their turns on Fridays before Sabbath falls. I'm speaking of men who might be seen bobbing in partial bows while praying at the Wailing Wall and/or rejoicing in the Torah on that festive day.
The heartrending item is how this sin is justified.
Jesus encountered and rebuked Talmudic rulings and traditions that twist the Laws of Moses to create loopholes for going man's way rather than God's. Talmudic rulings discourage using Jewess prostitutes, but don't condemn the use of Gentiles as they are of a lessor station of humanity. The sexual permissiveness takes broad liberties with the text about spilling sperm into a harlot as a superior alternative to self-gratification. I won't give chapter and verse for their perverse reasoning. Google Israel's brothels and you'll discover their rabbinical justifications. I tasted at least 6 and became too disgusted to continue. Legalized prostitution is a problematic concept. It escalates into shamelessness when spiritually authorized by the people who gave us the Scriptures and our Savior.
My lifelong commitment to the Jews, Jerusalem, and Israel has not been thwarted. However, my prayers for peace and prosperity in the future will be framed with intercession for deep cleansing repentance.

Hi Silverwings., I have to say this. The amount of "fake news" I've discovered to be just about everywhere has me on alert to not believe what is reported. Even though it seems to be from a reputable source. My first reaction to something like this is I don't believe it at all. Someone would have to prove it with a whole lot of irrefutable facts and sources. Sounds like major propaganda from those who hate Israel.

Funny how politicians and their elitist cohorts take part in their upscale prostitution rings but Jack on the street corner can't pay Jill $20 for a little fun. I don't support prostitution but I despise the hypocrisy.

but what really has me curious, is why would you be shocked? Prostitution is mentioned throughout the Bible and someone living on this continent could not be shocked at sex for $$$ surely?

Children being sold as sex slaves and human trafficking take place on American soil every single day. Every single day.

That, to me, is far more shocking and a relevant cause to become aware of.

Israel is not a nation under God anymore than any other nation is. It is one of the most secular nations on earth.

I don't know why it shocks you, Silver. Prostitution has been around since Jesus' time. It's in every city, town, state, country and nation around the world.

True, they are. Unfortunately, because of their profession, when a hooker gets killed, people say "she's just a prostitute." They don't stop to remember that she was someone's daughter, sister, mother..

Does calling them a prostitute make it better? Hooker, prostitute, call girl, street walker, whore, or harlot, atleast they are working and contributing to the economy. For this, they have my respect.

Elizabeth Bathory was someone's daughter too, so what.

So your a christian & a person who sins for a living has your respect? I personally wouldn't want any woman doing that regardless of the economy.

We can sit here behind the safety of our keyboards to condemn other people, to cast commentary, and to look down our noses at either the people who work in the sex industry or the other people who are involved in it or partake of it's services. We can do that, but it does absolutely no good, and it's only going to serve to get people riled up to the point where this discussion becomes pointless. For every finger we point at others to condemn them for their actions or choices, there are three fingers on each of our hands that are curled back pointing directly at us.

The topic of the thread was about being shocked as to why there is legal prostitution in Israel. I'm still confused as to why that's a shock. Is Israel not a part of this world too? Do they not have the same problems the rest of the world does? Are they supposed to be of such a higher moral character? Folks living in Israel are people just like you and me. Putting them on a pedestal is just setting yourself up for disappointment when they don't live up to your standards.
