After complaints about American dominance of the internet and growing disquiet in some parts of the world, Washington has said it will relinquish some control over the way the network is run and allow foreign governments more of a say in the future of the system.
Icann – the official body that ultimately controls the development of the internet thanks to its oversight of web addresses such as .com, .net and .org – said today that it was ending its agreement with the US government.
The deal, part of a contract negotiated with the US department of commerce, effectively pushes California-based Icann towards a new status as an international body with greater representation from companies and governments around the globe.
Icann had previously been operating under the auspices of the American government, which had control of the net thanks to its initial role in developing the underlying technologies used for connecting computers together.
But the fresh focus will give other countries a more prominent role in determining what takes place online, and even the way in which it happens – opening the door for a virtual United Nations, where many officials gather to discuss potential changes to the internet.
Icann chief Rod Beckstrom, a former Silicon Valley entrepreneur and Washington insider who took over running the organisation in July, said there had been legitimate concerns that some countries were developing alternative internets as a way of routing around American control.
"It's rumoured that there are multiple experiments going on with countries forking the internet, various countries have discussed this," he said. "This is a very significant shift because it takes the wind out of our opponents."
He added that the changes would prove powerful when combined with upcoming plans to allow web users to use addresses with names in Chinese, Arabic or other alphabets other than Latin. Many countries have lobbied for the shift in recent years, as the expansion of the web reaches out deeper into society and business.
While the issue reached critical mass in emerging economies such as China, it is not the only country that has lobbied for a change. Earlier this year European officials said that they did not think it was proper for America to retain so much control over the global computer network.
Viviane Reding, the EU's commissioner for information society and media, said she was pleased that Washington chose to make the shift.
"I welcome the US administration's decision to adapt Icann's key role in internet governance to the reality of the 21st century," she said. "If effectively and transparently implemented, this reform can find broad acceptance among civil society, businesses and governments alike."
Meanwhile Nominet - the British organisation that handles the day-to-day running of .uk domain names - said that Icann had started a trend for companies with internet influence to appear more open and accountable.
"Putting public interest first will also be a focus for the UK internet community over the coming months as there is growing support for Nominet to develop more of a public interest role," said Nominet's chief executive, Lesley Cowley.
The new agreement comes into force immediately. It replaces the old version which had been in place since 1998 and was scheduled to expire today.
Beckstrom suggested that bringing more countries to the table was the best way of ensuring the long term future of the internet.
"We're more global, period. The chances of the internet holding together just went up, the cohesion just went up," he said. "We expect more active involvement from governments, a higher level of participation from many governments and we're already hearing about more governments joining the team… This was, ironically, a power move from the US."

Because they were not up early that morning looking at the moon like I was I guess. I did meet one woman at another church that told me that she also saw it but she did not have binoculars to look at it with like I did.

Perhaps you would be interested in reading this to understand where I am coming from. We are in the last of the last days. But the good news is, God is about to do some really awesome things to bring in His harvest.
So where are the pictures you took of this blood on the moon?

You'll pardon me if I don't believe you, but if something sounds wacko nuts crazy, I don't believe it without some proof, and especially if I do not know how reputable my source is.

As for these being the last days, we'll see. The first Christians thought they were living in the last days, and that tradition continues. But for all we know, this ol' world could go on for hundreds or thousands of more years.

Did you know that the earths atmosphere can make the moon look orange or red... You cannot say for a fact what you saw was blood. And if you and some other woman were the ONLY people to see it.. Kinda weird.

Well the moon was a full moon that morning, it is closer to the earth in the winter time so it was bigger. The sky had brightened up by the sun starting to rise and the moon was very bright and there were no clouds what so ever. I had a binocular camera. All liars will have their part in the lake of fire. I am not lying or exaggerating one bit.

I saw blood on the moon on Jan. 14, 2006. I had read about these volcanoes going off on both the north and the south poles at the same time. I thought to myself that it was pretty significant. So I decided to get up early the next Saturday morning and take pictures of the moon as it was setting with my digital binocular camera. My house is in the country and faces west. It just happened to be a full moon. Of course God set this whole thing up! As I was taking pictures with my camera a huge ocean of blood appeared in the middle of the moon, that was splashing like an ocean would and I watched as it started forming a river of blood that started flowing downwards and then sideways and then back towards the top of the moon! Then it all flowed behind the moon. This all lasted about 60 seconds. I went that morning to a meeting that our pastor’s wife (************) was having and told her about what I saw. I heard her talking on the radio the next week an she said the following: I said to my husband, you know I don't know that these are the last of the last days, no one has ever come up to me and told me that they were Jesus Christ, and then that very week a man came up to her and told her that he was Jesus Christ and asked her if she wanted him to be her lord and savior. She said nooooooooo.
I go to a big church in Tulsa. I was also witnessing one time and ran across this man around my age 48 or so and he had a daughter in her twenties who came to him crying really hard one day. He asked her what was wrong and she said that she had dreamed about the rapture. She said she was being raptured and the guy next to her was not going, then she got up over the Tulsa skyline and she said that there were not very many people being raptured in Tulsa, she said she would look for two blocks before she would see anyone going up in the rapture. Very sobering to me.

You are entitled to your opinion. God still loves all of us and is not willing that any should perish. But without faith it is impossible to please Him. I took the picture but it did not come out. You don't have to believe me, I am just the messenger, but one day on the other side of all of this, you WILL know I told you the truth!!!!

Maybe. There's always the chance that I'm wrong. Of course, there's always the chance that you're wrong too. If we all see the moon turn into blood, or someone shows up with a verified picture of blood on the moon that day that you said it happened, then you will be vindicated. I just wonder how much time or how much evidence it will take to convince you that you were mistaken, if that turns out to be the case.

Here is my answer. NONE!
Lets just wait until we stand before God's judgement seat and let the truth be known then. If I had a picture I would be accused of doctoring it up anyway. Those who don't believe, will never believe no matter what is said or done. I told you the TRUTH. Obviously you are one who would never believe me. So I let it go at that. I gave the testimony as I am suppose to. The rest is up to God to take care of. Just be ready because we will soon hear the call to go out into intense darkness to meet the bridegroom. If you don't have the oil of the overcomer, you will not be able to go out even if you hear the call because your light will go out without the oil.

No not at all. I apologise if it came off that way. However, I believe it could help people to realise that they can't accept a world government and take a mark that will land them in hell.
