That's a real hard call to make - identifying those who do. There are all sorts of people doing all sorts of things.
But if you are really discerning someone who is possessed by the gift of discernment, you ONLY do what the Holy Spirit directs you to do -with His words and under His anointing. He is doing the work. And it is usually done in groups of two or three who are experienced in working with someone like this.
Otherwise, you only do nothing and pray for them. You do NOT argue with them. This is dangerous territory to go into by yourself. Even Jesus sent His disciples out two by two.

I do believe that people can become demon-possessed, just like in the bible. It isn't terribly common, but it does happen. However, a lot of people will claim to have trouble with demons to make excuses for poor behavior, when it's actually their own sinful desires behind their actions.
Any spirit-filled believer can perform an exorcism, but it is important to make sure that the affected person actually wants the demons gone. And if the affected person doesn't become a spirit-filled believer, the demons can come back, in greater numbers.
