I'm not exactly new, but I still don't understand the difference between reps and likes.

When to use one but not the other?

Reps are a bit outdated. The original concept, i believe, was that rep was to be given to the person. Kind of a boost to their, well, reputation, literally. Though now its treated more of like a 'really strong like'.
Likes are more recent. Its just a way of saying 'i like this post'.

I agree with alexis, ugly. You explained it perfectly. I use rep to express a really strong like of a comment. :) That's exactly it!
