Ok, this one will take some programming. It seems like about 90% of the time there is no real topic in the lounge and it gets boring rather quickly so.....

How about a little "topic suggestion box" at the top or on the side where anyone can type in a suggested topic AND next to the box will be a "Like" and a "Dislike" button and everyone will have 30 seconds to vote on whether they like the suggested topic or not (by pressing the appropriate button).

Then once a topic is chosen, it is displayed at the top of the chat room so everyone who comes in can see what's being talked about. :)

I think it might be worth a try anyway.

But do you really see the most common people who dominate chat actually going by this all the time? Problem doesn't so much seem as lack of topics, as the ones that dominate the room are a closed clique and only want to rehash the same inside jokes and mindless, inane, pointless yammering that they always do. And they don't seem to care that others want to talk about other things.

But even the dominant people are often just talking for talking's sake. No real conversation happening. That's why I never really spend more than 5 minutes in chat. Once in awhile someone touches on an interesting subject or you get some people in a room who can go from one subject to another as in a normal conversation and I end up staying for hours.

I like the proposition. :D I can't see said cliques actually focusing on a voted upon subject matter.

Kids these days...

I mostly hang out in the bible study room. The lounge becomes boring within a couple minutes

Right, because they're there to act like 15 year olds, not to have actual discussion. They don't care that out of 30+ people in the room, these 5-10 are dominating and being immature and boring. They're too busy laughing at their own jokes to think about conversations.
It reminds me of going to the movies and the row of teenagers in front being loud and making noises and throwing popcorn the whole time because they think they're being cool in front of their friends, and don't care that its annoying everyone else. They don't realize the rest of the place thinks their idiots who need to be put through the wall and to learn to grow up. They're too caught up in their little cool guy clique and private jokes to want to have any real conversation.
