I think there is a way to bleed off the electricity from the electrons in the atoms in the air.
I don't know how to do it, but the picture I had in my mind looked like something you described.

Best theory is that the machine does some of this when there is no lightning, and it is in the normal (not inverted) state. The whole thing requires a redefinition of our weather ideas. The current theories (as of 10 years ago, and I have not heard of any movement to change) had unexplained why satellite data proves electron increase in the atmosphere prior to extended rainstorms. The theory I was taught says this is impossible, i.e., electricity in lightning is an effect of rain, not the cause. If possible, the machine will control the weather, simply by controlling the electron density in the air. Normal state, remove; inverted, put back. Electron density, if the theory is correct, is also another explanation for the "canopy" of the creationists.
