Matthew 7:12
Therefore all things whatsoever ye would that men should do to you, do ye even so to them: for this is the law and the prophets.

Luke 6:31
And as ye would that men should do to you, do ye also to them likewise.

When Moses and the Children of Israel, where in the wilderness, God told them to love thy neighbour as thyself (Leviticus 19:18). Jesus is telling His disciples that if one love his neighbour what ever good he would want, he should do to His neighbour. This is how we follow in the liberty that Christ has given us (Galatian 5:13-14). Jesus said man would know us by our love one for another (John 13:34-35).

It means to treat a person the way you expect to be treated. Or you could say you will be treated the same way you treat someone. So yeah, if you want to be treated well, then treat that person well first.
