Is Arminianism different from Semi-pelagianism?

Well, basically no.
In the most general sense, armenians are semi pelagian.

Arminians followerers of Arminius were a result of the reaction against Calvins doctrine of predestination / sovereignty etc. Actually they drew up the original "5 points " against Calvinism. The Calvinist 5points were not from Calvin but a defense against the 5 points of Jacob Arminius.
Oh yeah, Semi Pelagian a watered down version of the teachings of Pelagius held by mainstream Rome and essentially the same as the Arminian teaching.

While not denying the necessity of Grace for salvation, semi-pelagianism maintains that the first steps towards the Christian life are ordinarily taken by the human will and that Grace supervened only later. In contrast to semi-pelagianism, arminianism teaches that the first steps of grace are taken by God.
