I am also willing to pay for it if it doesn't exceed 100 dollars.

Do you have a burnable dvd drive? Some dvd drives are not burnable.... Also you will need a cd/dvd that is burnable... These are 'expensive', because you can sometimes only find them in large quantities... Any staples, or office supply should carry them.
A burnable disk drive should only run about $20-$30 bucks and can also be bought a staples or office supply...

but if you do, microsoft has it so you never need to pay to burn a CD or DVD...

Here are the steps :)

Open Windows Media Player.
In the Player Library, select the Burn tab, select the Burn options button Options button, and then select Audio CD or Data CD or DVD.
Insert a blank disc into your CD or DVD burner.

If your PC has more than one CD or DVD drive, select the drive you want to use.
Search for the items in your Player Library that you want to burn to the disc, and then drag them to the list pane (on the right side of the Player Library) to create a burn list.
When you're finished with the list, select Start burn.

Clicking will link you to a web domain owned by nero who among other products make a neat little burning software.
for 50 us dollars you can have the full version but they offer here a 15 day trial.

Also, if you're running windows chances are you already have Windows DVD Maker, find out by tapping the windows key and typing: dvd
It's a simple program that allows you to create data discs or dvd movies. For your menu, they offer a short variety of styles for you to choose from, you can select whether the menu appears at the beginning or the end or disable the menu entirely and have the movie continuously loop.

You can try DVDFlick, it's specifically made for media files (rather than general purpose DVD burners which do not re-encode the media for DVD players).
DVD Flick aims to be a simple but at the same time powerful DVD Authoring tool. It can take a number of video files stored on your computer and turn them into a DVD that will play back on your DVD player, Media Center or Home Cinema Set.
It's also free software: DVD Flick
