How do I "reply with quotes" to answer a specific post/person. When I hit "reply with posts" there is already text in that box.

You click 'Reply With Quote'. The text in the box is the 'quote' you're replying to. This way its showing you what you're quoting, so you can be sure you have the right post, also allows you to cut out unwanted portions of the quote and only respond to one part.
