When we are trying to communicate with the Lord, how do we know for sure it is the Lord we are communicating with, and not the tempter?

Very good question. The more you study into the bible (God's Word). The more you will learn about God, God's character is perfectly revealed through Jesus.
Pray, Study the Word, Tell others about Jesus.

You will recognize His voice the more you talk to Him (praying). If God is trying to tell you something He will make it very clear.

Also the bible says to know your enemy. So know who your enemy is; The flesh, the World, Satan/demons...
You will realize that Satan always speaks lies so take captive of all your thoughts. If you are hearing something that doesn't line up with God's word do not believe it.

Whenever you are trying to communicate to God, God hears it. Even if it is not God you are communicating with, He still hears it, and still knows your intention and heart to want to communicate with Him; so He still responds to you. So why do we need to fear that it isn't God if our intention is to communicated with God? The answer: we don't.

If you have the Holy Spirit alive and well inside you, then the Lord will always hear your prayers.
It has honestly never crossed my mind that I might not be communicating to God.
Jesus opened up that communication link to the Father and I have full coverage no matter where I am.

Yes.. He does hear you. God doesn't always act on our time though, He will show you exactly what to do and when to do it.

Lamentations 3:25
The LORD is good to those who wait for Him, To the soul who seeks Him.

You rebuke the tempter with the authority you have been given if you are His follower. Then you continue to communicate.
