Could these be a sign that the “drought of the Word of YHWH” is indeed on the way? How tightly should we grip our Bibles? I know there have been book burnings, and this druought may still be far off, but should this raise a concern among believers?

As far as the sale of books on over coming same sex desires, you donate $10, 15, 20 or whatever and you get a book that is not a sale, it's a donation. They are always trying something here in Cali, the good thing is Federal law trumps state. I would be more concerned if it were the Feds doing this.
