After I read about the 2nd time God provided quail - I did research in the Bible on the subject. And found that God offered quail 2 different times in that trip with Moses. The first time God provided quail, was at the same time He started providing the people with manna. The 2nd time - God was angry at them for their attitude about it, and killed a whole bunch of the people for their sinful attitude. But Moses, as at other times, prayed that God would forgive the people. So God didn't kill all the people and it's interesting to realize that if Moses hadn't prayed for mercy for the people in this event and in some others, the entire population might have been wiped out, just about - which would have greatly changed Bible history! Such as the existence of the nation of Israel - and how salvation came to the rest of the world through the Jews. It is a reminder that our prayers for mercy for this world and for our countries might also help preserve them better and delay the end of the world more than otherwise. Of course, we also need to pray about the very important matter - of the gospel being preached all over and for spiritual revival to take place throughout the world. In fact, spiritual revivals help countries to do better, spiritually and in other ways too , additionally.

First time:
Ex 16:13-14

13 And it came to pass, that at even the quails came up, and covered the camp: and in the morning the dew lay round about the host.

14 And when the dew that lay was gone up, behold, upon the face of the wilderness there lay a small round thing, as small as the hoar frost on the ground.
KJV
Second time:
Num 11:19-20

19 Ye shall not eat one day, nor two days, nor five days, neither ten days, nor twenty days;

20 But even a whole month, until it come out at your nostrils, and it be loathsome unto you: because that ye have despised the LORD which is among you, and have wept before him, saying, Why came we forth out of Egypt?
KJV
Num 11:31

31 And there went forth a wind from the LORD, and brought quails from the sea, and let them fall by the camp, as it were a day's journey on this side, and as it were a day's journey on the other side, round about the camp, and as it were two cubits high upon the face of the earth.
KJV
Comment: I wondered why God said they'd be eating quail for a month, since the chapter shows that God killed a bunch of the people on the same day that the quails were given to them. So I looked in online Bible commentaries to see what others said. I thought the "Pulpit Bible commentary" explained this the best - the most reasonable - sounding. Here's a copy of what it said:

Pulpit Commentary
Verse 20. - But even a whole month. There is some little difficulty about these words, because the Israelites do not seem to have made a long stay at Kibroth-Hattaavah, and the miraculous supply does not seem to have followed them. The words are words of stern irony and displeasure, and need not be literally pressed: it was enough that animal food was given them in quantity sufficient to have gorged the whole nation for a month, if they had eared to go on eating it (see below on verse 33).
