Turning the other cheek can be understood as accepting ones punishment if it is deserved without retaliation.
It was common place in that day to be struck on the side of the face disrespecting one in authority over you, such as the ruling Magistrate
As well turning the other cheek is good measure when it is an instance of a heated argument or something and one person flies off the handle in the heat of the situation.
A Christian in that circumstance could understand that remaining calm so as to let the other get their frustrations out is better than fueling the fire to prevent things from escalating.
These are more one on one circumstances.
Entirely different than a nations govt. turning against its own citizens.

It should be understood why the demons trembled and submitted to him while he was even but a human here on earth.
Jesus did not have any supernatural power as a human and did everything by the power of his Father in heaven while here.
The demons tremble because.........................
They knew he had power backing his words.
They knew what he was capable of, and therefore feared him because of it.
They knew the repercussions if they didnt submit to his authority.

Knowing what one is capable of and only administering such power

necessary
And those with that experience most often do turn the other cheek understanding what they are capable of and that the other is highly ignorant of what they are doing and will learn their lesson in a more Noble fashion.
