How Sovereign as in Control Does God Rule Things?

Think really deeply about these statements as verses and what has to be controlled in order for them to be 100% fact. Many assume that God is sovereign in that He has the power to do what He wants but He doesn’t interfere as He leaves it 100% to mans free will. Is that what these say? This is just a few. For example, Acts 17:26, how can it be God appoints the time and physical boundary of every nation since the beginning without controlling every man? How can all authorities and kings of every country be appointed by God unless He controls man and their decisions? I understand that is impossible to believe but what does these verses say?

Acts 17:26
and He made from one man every nation of mankind to live on all the face of the earth, having determined their appointed times and the boundaries of their habitation,

Daniel 4:17
"'The decision is announced by messengers, the holy ones declare the verdict, so that the living may know that the Most High is sovereign over all kingdoms on earth and gives them to anyone He wants and sets over them the basest of men.”

(Look up synonyms for basest- it says- immoral, lowest, dishonorable)

Romans 13:1
Everyone must submit himself to the governing authorities, for there is no authority except that which is from God. The authorities that exist on earth have been appointed by God.

Isaiah 40:17
Before him all the nations are as nothing; they are regarded by him as worthless and less than nothing.

Daniel 4:35
All the inhabitants of the earth are reputed as nothing; He does according to what He wants among the inhabitants of the earth. No one can restrain His hand Or say to Him, “What have You done?”

He changes the times and seasons; He removes kings and establishes them

Deuteronomy 32:39
Look now; I myself am He! There is no other god but me! I am the one who kills and gives life; I am the one who wounds and heals; no one can be rescued from my powerful hand!

Daniel 4:25
Seven times will pass by for you until you acknowledge that the Most High is sovereign over all kingdoms on earth and gives them to anyone he wishes.
