I don't agree with this dispensation aspect. God has only ever had one method of salvation in Christ form beginning to end. Grace by faith has always been the avenue.

Abraham got it but Israel did not continue in the covenant given to Abraham and passed to Issac and Jacob.

Heb 8:9 Not according to the covenant that I made with their fathers in the day when I took them by the hand to lead them out of the land of Egypt; because they continued not in my covenant, and I regarded them not, saith the Lord.

God offered them the same promises He gave to Abraham and Passed to Issac and Jacob, but Israel did not continue in the Lords Covenant/Promise. But said this:

Exo 19:8 And all the people answered together, and said, All that the LORD hath spoken we will do. And Moses returned the words of the people unto the LORD.

So then God gave them the law not for them to keep but so that they would see their sin and thus their need of saving. The law was given to lead them to Christ:

Gal 3:24 Wherefore the law was our schoolmaster to bring us unto Christ, that we might be justified by faith.
Gal 3:25 But after that faith is come, we are no longer under a schoolmaster.

Paul deliberately does not use the name Jesus. Because at the time of Israel that name was not known but Christ was there with them as He writes:

1Co 10:4 And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ.

1Co 10:9 Neither let us tempt Christ, as some of them also tempted, and were destroyed of serpents.

Moses was an example of one who had come to Christ in their day. He was able to be in the very presence of God but Israel could not even bare the glory on his face. So because of the veil over their hearts, God gave them the law to show them their need of Salvation from sin. It was not given for them to keep but to show them what was in their hearts so that they could learn to live by Gods words not be bread alone.

2Co 3:9 For if the ministration of condemnation be glory, much more doth the ministration of righteousness exceed in glory.
2Co 3:10 For even that which was made glorious had no glory in this respect, by reason of the glory that excelleth.
2Co 3:11 For if that which is done away was glorious, much more that which remaineth is glorious.

Through the ministration of death God hoped for Israel to see their true nature and inability to obey. But they failed to come to faith as it is written:

Deu 32:20 And he said, I will hide my face from them, I will see what their end shall be: for they are a very froward generation, children in whom is no faith.
